Frontenac Municipal Services Presents at OOWA Annual Convention & Expo

Frontenac Municipal Services (FMS) was pleased to participate in the Ontario Onsite Wastewater Association (OOWA) Annual Convention & Expo in Niagara Falls, where FMS presented alongside Clearford Waterworks on advancing communal water and wastewater solutions in rural communities.

The session, “A Service-Corporation Model for Communal Water and Wastewater: Lessons from Frontenac County,” provided an overview of how FMS is working to enable housing growth through a coordinated, utility-based approach to communal servicing.

Advancing a Coordinated Approach to Communal Servicing

FMS was established in 2023 to address a key infrastructure challenge facing rural municipalities: the lack of scalable, financially viable water and wastewater servicing to support development within villages and hamlets.

The presentation highlighted how FMS is moving beyond traditional, one-off project approvals toward a more consistent and structured model. This includes:

  • Early involvement of a licensed operator
  • Clear governance and risk management frameworks
  • Standardized by-laws, design guidelines, and operational approaches
  • Lifecycle financial planning and user rate modeling

Together, these elements form the foundation of a municipal service corporation model designed to support multiple systems across a region while maintaining long-term operational accountability.

Partnership in Practice

A key theme of the session was the importance of strong collaboration between municipalities and licensed operators.

Through its partnership with Clearford Waterworks, FMS is integrating operational expertise early in the planning and design process. This approach helps reduce project risk, improve system performance, and ensure that infrastructure decisions are grounded in long-term operational realities.

The session also explored how technology pre-selection, standardized design, and risk-based planning can contribute to more efficient project delivery and more predictable outcomes.

Supporting Rural Housing and Community Growth

Communal water and wastewater systems play an important role in enabling housing in rural communities where private servicing solutions may limit density and development potential.

By advancing a coordinated and scalable approach, FMS aims to support:

  • Increased housing supply in rural settlement areas
  • More compact and sustainable development patterns
  • Infrastructure solutions that are financially and environmentally responsible
