Building the Foundation for Growth: Provincial Funding for Verona’s Water & Wastewater Infrastructure

The Township of South Frontenac has secured $3.2 million from the Province of Ontario through the Housing-Enabling Water Systems Fund (HEWSF) to build new communal water and wastewater systems for the Verona Housing Project.

This investment will unlock the potential for approximately 1,150 new homes in South Frontenac—starting with a mixed housing development in Verona that will add about 100 new units to the community. The Verona Housing Project will introduce decentralized communal servicing, an affordable and sustainable alternative to large-scale municipal systems, making higher-density and mixed housing possible in a rural setting where homes have traditionally relied on private wells and septic systems.

FMS’s Role in Supporting the Project

Frontenac Municipal Services (FMS) is proud to be a key partner in this initiative, working alongside South Frontenac to manage and operate the new communal systems once they are built.

Our communal services approach ensures that infrastructure is:

  • Sustainably managed to serve residents for decades to come.
  • Designed for rural realities while enabling growth and housing diversity.
  • Maintained to the highest standards with full public accountability.

This is one of several projects where FMS is partnering with municipalities across Frontenac County to deliver smart, scalable infrastructure solutions that strengthen rural communities and support long-term housing needs.
