About Frontenac Municipal Services

Frontenac Municipal Services (FMS) is a municipally owned utility dedicated to managing shared water and wastewater systems for villages and hamlets across Frontenac County.

Established in 2023, FMS exists to support rural community development that is affordable, efficient, and environmentally sustainable. We help make it possible to build more homes—and stronger communities—while preserving the natural beauty, heritage, and rural fabric that defines Frontenac.

Rooted in rural values and forward-thinking solutions, FMS empowers municipalities and developers to work together toward long-term viability for our region.

Our mission is to enable rural communities to grow—without losing what makes them special. We do this by providing communal water and wastewater services that fit the scale, character, and needs of rural places.

Our vision is to preserve and grow rural communities for the next 100 years, ensuring that future generations can live, work, and thrive in Frontenac and beyond.

A New Model, Rooted in Local Governance

Frontenac Municipal Services (FMS) is structured as a Municipal Services Corporation (MSC) — a publicly owned utility model designed to meet the needs of rural communities. This allows us to deliver communal water and wastewater systems that are flexible, scalable, and grounded in local decision-making.

FMS is governed by a Board of Directors made up of elected officials from our five Shareholder Municipalities:

Technical Expertise

In addition to the Board, FMS is supported by a Technical Support Committee with expertise in engineering, public works, and water and wastewater systems. The Committee provides independent technical and operational advice on system planning, design, and long-term sustainability, helping to inform decision-making and strengthen overall system performance.

Clearford Waterworks serves as FMS’s licensed system operator and technical partner, leading system design, operational planning, and day-to-day service delivery. Their direct experience operating communal systems ensures solutions are practical, reliable, and aligned with regulatory requirements.
